Guangdong Province releases the quality supervision and spot check plan for electronic cigarette products in the second half of 2025

On September 9, 2025, the Guangdong Tobacco Monopoly Bureau formulated and released the "Guangdong Province Electronic Cigarette Product Quality Supervision and Sampling Plan for the Second Half of 2025" in accordance with the requirements of the "Notice of the State Tobacco Monopoly Bureau on Issuing the Implementation Rules for Quality Supervision and Sampling of Electronic Cigarette Products and Three Other Documents" (State Tobacco Office [2022] No. 59), aiming to further strengthen the supervision of electronic cigarette product quality, regulate market order, and protect the legitimate rights and interests of consumers.

1、 Spot check key content

This supervision and spot check will focus on testing the physical safety, chemical composition, and released substances of electronic cigarette products, mainly including the following items:

1. Physical security indicators: anti filling, leak proof, startup protection, waterproofing, and drop strength, etc

2. Aerosol components: nicotine, 2,3-butanedione, heavy metals, arsenic content

3. Release indicators: nicotine release, carbonyl compound release

4. Aerosol additives

2、 Testing methods and basis

The testing work will be strictly implemented in accordance with the mandatory national standard GB 41700-2022 "Electronic Cigarettes" and related testing method standards. The appendix of the plan provides a detailed list of detection methods for 10 categories of atomized additives, using advanced detection technologies such as gas chromatography-mass spectrometry and high-performance liquid chromatography to ensure the scientific and accurate results of the detection.

3、 Sampling implementation requirements

Sampling will be conducted using a random sampling method, divided into inspection samples and backup samples. The sampling form is divided into two formats, which are respectively applicable to smoking accessories, cartridges or combination sales products, and disposable electronic cigarette products.

4、 Result judgment rules

If all inspection items meet the requirements of GB 41700-2022 "Electronic Cigarettes" standard, they are judged as qualified; Any item that does not meet the standard requirements shall be deemed as unqualified.
